David Baxter

Founder and Chief Executive

As the Chief Executive, I’m responsible for overseeing the overall management and strategic direction of the organisation, having Founded the organisation in 2013. I’m particularly involved with developing the forward strategy and creating new ideas for projects, plus representing the organisation at meetings with key stakeholders and Anchor organisations such as Wigan Council and the CCG, as my primary goal is to empower local people in the Borough to create a greater opportunity for Community Ownership and to reduce inequality, be it via Social Enterprise or Community Business.

I bring over 21 years of experience to my role, including experience working in the Abram Ward community, managing a Community hub, and working with the Local Authority. As a result of this background, my approach is very strategic and I bring a high level of knowledge and connections to the work.

Outside of work, I have been married for 8 years, and enjoy Music, Reading and Sport, as an avid supporter of Liverpool FC.

Genette Dugdale-Smith

As a Trustee of Wigan and Leigh Community Charity I’m the Vice Chair and I’m a committed volunteer and use my time to guide and provide a strategist approach for the benefit of our organisation, using and drawing upon all my skills to achieve this. I am very proud support this organisation, be in this position and be given this opportunity to be part of fantastic team, all working together to support our local community needs. I was born in the South West of England and have lived in the North West locally for 18 years. With that I bring different ideas and strategies to the table with my motto of “Reach for Gold, Use your Voice for the Power of Change and to Believe in Yourselves and anything can be achieved”.

I’m an active community organiser within the locality of the Abram Ward. I have been involved in local events and obtaining donations and funding for my local neighbourhood within Bamfurlong. I also get involved with community projects and help signpost people to other partners within my network, to deliver a project or overcome barriers.

My experience that I bring as a trustee is quite wide, from a professional perspective, I have been working within corporate, international and investment banking and finance as an operations manager within Treasury for many years and am also a qualified accountant. These days I like to give back and work within the community space, whether that’s volunteering my time or delivering projects and/or running events. I have a lot of skills to bring to the table, whether that be finance, business management and strategy, project management and community organising and/or understanding the community needs because of working in the community space. Everything I do is always for the benefit of our local community and that is why the Wigan and Leigh Community Charity is a great fit for me, as the charity as an organisation has ethos and visions that complement my own.

Dane Anderton

As the Chair of Trustees I am responsible for managing board meetings of my fellow trustees which focus on setting the strategic direction of the Wigan and Leigh Community Charity.

I am proud to able to work with a range of inspiring community groups which are part of Wigan and Leigh Community Charity (WLCC) and beyond. I was born and raised locally, and this is why I want to see our area do well for future generations.

As well as being a Trustee at WLCC I am a School Governor at Newton Westpark Primary School and The Westleigh School. I see my role as supporting and linking community groups and organisations together so they get the right resources to help them achieve maximum impact in what they do.

Andy Taylor

Business Development

As a Business Development, I’m responsible for overseeing the Power to Change Made in Wigan project and for introducing new business and income streams to the organisation. I’m particularly involved with the delivery of Enterprise Awareness Sessions to school aged children and to out of work individuals, looking for an alternative career path.

I bring over 35 years of experience to my role, including experience working in the banking sector for 32 years and in the charitable sector for 4 years. As a result of this background, my approach is very methodical and I bring a high level of consistency to the work. 

Outside of work, I have been married for 25+ years and enjoy hiking and socialising and particular enjoy the process of beer making – sometimes sampling the end product.

Julie Davies

Finance and Buildings Manager

I am the Finance and Buildings Manager for the Charity and look after the buildings that we manage.

I have been working for the organisation since it launched in 2014, and prior to that I volunteered at our main hub, Platt Bridge Community Zone.

I am local resident in Abram, and my big passion, alongside my family, is for my football team, Liverpool FC.

Eunice Smethurst

My name is Councillor Eunice Smethurst and I am one of the Trustees on the Wigan and Leigh Community Charity.

I have lived local for the past 49 years and have been involved with many of the local community groups, organisations and Churches in the Abram Ward in that time. In 2006 it was my privilege to become only the 4th female Mayor of Wigan.

During my time on the Council I have sat on nearly all the Council committees at one time or another so I bring a wealth of experience to Wigan and Leigh Community Charity. Over the years I have sat on many outside bodies including Health, Transport, and Leisure holding prominent positions in all of these organisations.

At present I am the Chairperson of the Confident Council Scrutiny Committee. This committee looks at, and, scrutinises what the Council is doing. Coming up with recommendations as required.

For the past 24 years I have been involved with the domestic abuse charity DIAS, Drop in and Share, becoming a Trustee 15 years ago.

As a Trustee of Wigan and Leigh Community Charity, I have given my commitment to read, consider, prepare and provide challenge for all meetings relating to the work being undertaken by the charity. I take my role very seriously and I am proud to be part of the team that are working to bring together and support local community groups. I was born and have lived locally all my life and really want to participate in raising aspirations across our communities.

I see myself as an ambassador for my local community, I have played an active role in the development of a resident’s association and have successfully project managed as a volunteer, a wide-ranging number of funding grants to improve community engagement and the areas where we live. I am a life long learner and have benefited from opportunities to explore the challenges of community engagement. I can say my strength is perseverance and seeing things through to the end.

What I bring to the table -experience as a volunteer, worked in health and social care for a long time across children’s and adult services. This has provided me with the skills, knowledge and experience of working collaboratively across a number of different professionals, the voluntary sector and different communities. I enjoy the benefits of the open green spaces in our borough and I am a volunteer walk leader to encourage participation in community walks for all.

I believe that ‘no one knows their community than the people who live there' and everyone has something to contribute to community development and improve our area so that we feel safe and can live well

As a Trustee of the Wigan & Leigh Community Charity (WLCC), I pledge to utilise my knowledge and experience in order to ensure that all opportunities are examined in their entirety, considering not only merits but also challenges. I was brought up in Wigan and after many years of working in multiple locations across the country and beyond I am excited and proud to be a part of this team, enabling my home community to be the best it can be whilst also supporting those who are vulnerable or challenged.

Outside of the WLCC, I work as a Project Manager for a well-known banking corporation. I have over 25 years' experience within IT and Project Management, with much of this being spent in the Banking sector. Being very technically minded, I will often come up with unorthodox ideas that can be discussed and utilised, sometimes providing a unique solution to something that could otherwise be a challenge. I am practiced in managing multiple project teams simultaneously to deliver outcomes and have thus experienced many of the challenges that arise. Being very people-centric and focused, I am a great believer in empowering people to leverage their own knowledge, expertise and lessons learnt to overcome challenges, but am always ready to guide and assist where needed.
